In this here it is very difficult to comment properly until a proper examination or assessment is done to find out the exact cause so it is advisable to consult your doctor so thfrat he could examine and evalfuate properly and will guide you accordingly for this .

Yes looking at the age of your child it is completely normal further more I’m going to recommend you that you kindly apply calamine lotion as of now which is what is going to be beneficial for you to use and other than that if you want you can also get it checked with your doctor one time
