yes it's totally normal..
no two kids are similar even twins.. they can achieve their milestones at different timings.. gently massage the gum pad area with clean finger tip or moist cold cotton cloth to facilitate the eruption process of teeth

Twins do not go always in Singh so this is completely normal they do not have to worry about that that is what I can tell you as of now I would say that if the child is getting it before the age of 17 months it is good otherwise you can consult a doctor
