Potty Training can be started after the age of 2 yrs.for this you need to dguevelop a conditioned reflex in the child by fixing a particular time regularly in which the child should be sitted over the potty seat  .do not force the child instead make it a playful activity and not to makye the child repulsive about it.slowly the child will learn to indicate before the time.

potty training and toilet training should be initiated as soon as the child completes one and half years of age. avoid before that except if you feel that the child is giving cues when he or she wants to pass stool. 
also good demonstration has to be given again and again to the child to reinforce the habit.
make the child sit on potty seat daily so that the child gets accustomed and not fearful of thce seat and situation
