at this age usually this kind of problem will persist in the kids, do not worry as kids will become alright after some days
this stage baby will be very active so it's always little difficult to gain weight. 
feed the baby with one teaspoon of ghee daily and also includes milk products such as cheese ghee butter curd buttermilk. 
give full cream milk for the baby. 
give vegetables which are sweet potato potato green peas and more of green leafy vegetables. 
give egg chicken and soup

definitely you can give full cream milk to the child but also check whether it will harm his health or whether he is getting any kind of cold because of that. 
if the child is alright with the digestion and not getting cold then definitely you can give full cream milk to the child which is very good to gain the weight and also healthy

Doctor we give fresh cow milk to our baby. Should we switch it to full cream milk as you mentioned ?
