this can simply be a habit, where you need to correct it each time to see her doing that, repeated instructions will make her understand that she is not supposed to do that.. also I could be due to condition called pica, where in kids do this because of nutritional deficiencies. if your baby doesn't stop you can consult your doctor and start with calcium or the prescribed supplements

it's causes maybe related to nutritional deficiency like zinc or iron, so consult doctor and give a balanced diet having variety of food groups especially seasonal vegetables, green leafy vegetables and fruits to avoid deficiency.
it can also be related to development or behavioral issues like child wanting to seek attention.
