My son is 33 inches tall and is 16 kgs. Is he very overweight?

Yes , she seems over weight.
Please avoid packaged and processed food , RO water , maida , sugar and oily food.
Avoid excess sugar and salt
Take sunbath daily
Make her walk more.
Please consult your pediatrician if she is facing problems in her daily chores
