proper language / speech development will start between 18 months of age to 3 years of age. 
there is no need to worry before that just concentrate on the diet and regular interaction with the child.
also speech and language develops properly with more people available to interact with the child

If your child is talking sensible words then there is no problem at all but if the words are not sensible then there would be an issue if your child understand and responsible to everything that you say then also it is not a problem for if you want you can consult a speech therapist one
