Cold is most of the time because of viral illness and  if the child is having recurrent running nose and nasal congestion  it may be a part of allergic rhinitis also so it needs a proper examination.
steam inhalation will be beneficial in both the cases along with decongestant medicine like alex cold/ hatric 3/ sinarest.
As a pcart of viral illness there could be associated symptoms like cough and fever which needs treatment accordingly along with a proper hydration needs to be maintained .

although as a child is getting it frequently and if there is no recovery ,it is better to take second opinion from other pediatrician .
please keep your child well hydrated
give Luke warm water to drink
avoid giving cold and sugary food items.
prefer weather appropriate clothes.
give Sunbath for 20 minutes a day.
