Mostly toddlers fussy when they can't express or when didn't get any thing they throw tantrums..
If so then engage into other activities..
If baby crying due to discomfort like pain, illness then need to concern..
Initially ask the reasons as baby is 4 years old he can communicate the reasons for crying any pain, discomfort or want anything if any delay in milestones, speech, cognitive then in this cases babies can't express so cranky mostly consult developmental pediatrician...
