is it ok to let baby sleeps at night with room lights on ?

yes it's fine you can put on dim lights in the room as baby might not be able to sleep properly in absolute dark room
Common causes of crying or sleeplessness in babies could include hunger, colic or gases, ear ache, feeling too cold or too warm, uneasiness in full diaper, itching, lying in one position for too long causing discomfort , teething troubles, or too tiredness.
Sometimes its the darkness in the room that scares them and they need to be cuddled.
They need physical contact and reassurance to comfort them.
Try to meet all the immediate needs of the baby to calm them down and comfort them.
Massage their tummy in clockwise direction to help release gases and the touch will soothe them.
