hello dear, you can contact to DEIC center of your government  district hospital for speech therapist. 
or else can ask paediatrician for same. Spend lots of time communities with your child.

encourage your baby is he or she repeat or even try.
try making him say the name of objects .
Describe for your child what they are doing, feeling and hearing in the course of the day.

Hello dear parent, your child is oy 2 years and 8 months old. If your baby had not started speaking even pa MA na da etc. Or even rhymes. Like ABC then you should consult with your doctor. Else if baby is able to speak all this then you will have to interact with your child a lot and in a very clear tone so that he understands what you are saying and would imitate as he would grow.
