What is the age of the baby?
There could be a rash over that region but blood should not be there.
Consult a pediatrician immediately and take treatment

It Could be due to some vaginal infection or any other infection into that area which is why there is bleeding and it is turning red could be due to some allergy or infection as well you should get a check with your paediatrician ones because without proper assessment it would be very difficult to comment on it
