For formula milk preparation, does total ml is considered inculuding formula powder ? Or shall I measure water separately and then add formula powder ?

A. measure formula separately.. take exect amount of required water add formula milk powder scoop accordingly.. feed as often as they seem hungry or want comforted. take care
