It’s totally your choice if you would want to take such a small child to Manali because right now winters are also approaching the weather in Manali would be quite chilly so you have to take all the precautions if you are very interested in taking your child to the hali region because kids are very sensitive immune system is very very low so they catch cold and come very fast so you decide accordingly and then you can plan whether you wanna go or you want to postpone the trip for a while

Hii I suggested you not travel with your child right now because here in manali Right now too much cold and snow fall. 
M also from manali and having a beautiful cottage/ hotels here  . If you wanna travel then you will plan to come here in March onwards

Yes you can definitely take the baby, travelling with the baby helps the to bring more awareness for their surroundings. Carry all the essentials such as medicine, appropriate clothes ad baby food it will be manageable
