it is normal soothing mechanism.
Babies do this in two cases ,
one ,too soothe himself
second to soothe sore and itchy gums which is caused by teething.
so , please check teething symptoms.
if there is teething ,give gentle massage with clean finger on sore gums of your child .
you can also give  Clean Cotton clothe to chew.
try to distract your child by giving toys.
you can make your child wear mittens.
