sorry but I am not getting the pic.
but from your description ,I would suggest to apply pure aloe vera gel or baby soothing Calamine lotion on it.
prefer collar less clothes for your child.
it is best to prefer Cotton clothes.
keep that area clean.
use Babyhug wipes to clean this part.
keep your child in well vantileted room.
