Yes you can make it in cows milk that is totally fine there is no need to use the formula milk for it. You just have to avoid giving cows milk directly to your baby rather than this you can make products by using cows milk and there are no issues with that. Baby should take at least four meals in a day to maintain a diet plan according to that
