Maybe it is just kind of a rash or dryness into the skin you can please consult your paediatrician for further assistance as without a physical checkup it would be difficult to say what maybe the issue and once the doctor examine they’ll probably know what is the reason behind it and correctly advised you with the medication or anything that you need to apply this particular area for the problem to subside so please get in touch with your doctor and proceeded with what they suggest you further
