Hello ma’am Please consult your doctor because this by this age a child starts to say a couple of boards if not more and if your child is not speaking at all than that could be a sign so it would be best for you to see your doctor for a proper check up what is it an ENT specialist and then if needed you can go ahead with any other doctor as per the suggestion
