you should have a steamer in a room which is producing steam. you have to own it so that steam is generated and the room is filled with steam. you have to sit with the child at a distance in that room away from the steamer. the child takes(inhales) the steam from a distance and this will help in decreasing the nasal blockage as well as cough and cold and this phenomena is known as indirect steam inhalation 
you can give nebulization with ns bottle that is normal saline water. this will help in decreasing both dry cough as well as will help in decreasing the mucus present in the throat of the child.
but other nebulization medicines (asthalin, duolin, budecort etc) can be given to your child is decided by the doctor.
so your doctor will decide after examination whether your child needs a nebulization with these medicines or not
thus the maximum nebulization that you xcan give to the child without medical consultation is with normal saline
it is totally safe and it is not addictive
