Q.
2 loops of cord around neck of baby.. and afi is high in 36 th week is normal delivery possible??

In such case there are very less chances of normal delivery. Because if the code hasn’t come out of baby’s neck Then there are no chances of normal delivery. And you should not worry about a Caesarean delivery because it is totally safe. So just follow the instructions given by your gynaecologist.
